医療業界特有の課題（個人情報保護・厚生省ガイドライン・医師法規制・HIPAA/個人情報保護法）を理解した上で実装できるFDEは非常に希少で、国内でも外資医療IT企業（Epic・Veradigm・Nuance等）のFDE採用が始まっています。

2024年以前は確かに保守的でしたが、2026年時点では政府のデジタル化推進・医師不足の深刻化・コスト削減圧力の三重奏で急速に変わっています。「既存ワークフローを壊さずに効率化する」アプローチを取れるFDEは、むしろ医療現場の医師・看護師から歓迎される傾向があります。
医師・看護師資格は不要です。ただし医療用語・診療プロセス・医療記録の構造の基礎知識があると、顧客（医師・看護師・事務スタッフ）との信頼構築が圧倒的に速くなります。多くの企業では入社後のドメイン研修でキャッチアップ可能です。
主要な要件は(1)医療情報の取り扱い（個人情報保護法・医療法・厚労省ガイドライン）、(2)AIを診断に直接使う場合の薬機法・医療機器規制への対応、(3)データの患者同意管理、(4)海外連携時のHIPAA対応（米国患者データ）です。FDEはこれらの規制環境下で「使えるシステム」を設計できる法令遵守意識が求められます。
